Tuki seeks centre’s help in upkeep of historical sites
ITANAGAR, Jan 12: Chief Minister Nabam Tuki today requested the Centre to help in development and preservation of the state’s historical and holy sites as well as provide assistance in promotion of its rich art and culture.
Calling on Union Minister for Culture Kumari Selja, who also holds the portfolio of Housing and Poverty Elevation, at New Delhi today, Tuki emphasized that Arunachal Pradesh with its vast and unexplored historical and mysterious background has a potential in promoting tourism through its historical sites and mythological importance.
He urged the Ministry of Culture to facilitate conduction of surveys and investigations so that the existing historical sites in the state can be listed as heritage sites or come under the purview of the Archaeological Survey of India (ASI). To point out a few, he cited the ruins of Itafort in the state capital, Malinithan at Likabali, Parasuram Kund in Lohit, Taklung Dzong near Kalaktang as well as the recently discovered huge Shiv Ling near Ziro in Lower Subansiri district.
The Chief Minister observed that if all the sites of historical and religious importance in the state are developed and maintained, religious and historical tourism would flourish, which in return would generate employment and income for the local people.
Tuki, who has been extensively touring the districts of the state since he took over as the 7th Chief Minister of the state two months ago, expressed the need for having one museum and if possible a cultural centre in each district. While urging the Union Minister to allow establishment of new or extension of the existing museums in the district, he, however, emphasized that libraries in every district is a must. He, therefore, pleaded assistance for establishment of libraries in all sixteen districts of the state.
Talking about the rich and diverse culture of the state, Tuki also urged for a Regional Cultural Centre at Itanagar. He said a Center of such kind would provide a common platform for cultural activities including promotion, research and documentation. This would also serve as a performing venue for the various tribes of the state that number more than hundred, he added.
Tuki, who was impressed by Buddhist culture after his visits to Bodh Gaya and Bomdila earlier, also stressed the need to promote the activities carried out by monasteries for peace and brotherhood. He appealed the Centre to give necessary funds for development of infrastructure of monasteries in the state so that religious as well as social activities continue to benefit the society unhindered.
Kumari Selja, who gave a patient hearing to the Chief Minister, assured to take up the requests on priority with concerned officials of the ministry. She hoped that soon her ministry would come out with concrete plans to fulfil the aspirations of the state.
Earlier in the morning, Tuki gave a courtesy call on UPA Chairperson and Congress President Sonia Gandhi. With flowers and fruits he wished Gandhi a prosperous and happy New Year and assured cooperation on behalf of the state Congress.
Reciprocating Tuki’s wishes, Gandhi congratulated him for his successful two months in office. She encouraged the veteran leader to lead Arunachal Pradesh and the state Congress party in the path of accelerated development.
Inculcate ideas of Swami Vivekananda: Dr Begi
ITANAGAR, Jan 12: Vivekananda Kendra Vidyalaya, Itanagar celebrated the National Youth Day cum 149th birth anniversary of Swami Vivekananda with a cultural event at VKV Chimpu.
While inaugurating the programme, Dr. Joram Begi, Director of Higher and technical education and the Prant Pramukh of Vivekananda Kendra advised the youth of Arunachal Pradesh to study and inculcate the idea of Swami Vivekananda in their life.
Dr. Joram Begi upheld the role of VKVs in Arunachal Pradesh for providing quality education. He complemented the students and teachers for their dedicated hard work. He said that Swami Vivekananda inspired not only freedom fighters like Mahatma Gandhi, Subhash Chandra Bose but continues to do so till date.
S. C. Dixit, Principal of VKV Itanagar and Rupesh Mathur, State Organizing Secretary of Vivekananda Kendra Arunachal Pradesh, also attended the occasion. The Uniqueness of the programme was the cultural items presented by the students. Drama depicting the life of Swamiji, the folk songs of Arunachal Pradesh, Patriotic songs, Sanskrit songs were performed by the students of primary and middle classes. About 800 parents and students attended the programme.
Vivekananda Kendra Arun Jyoti, Pasighat today organized a Personality Development Camp on the auspicious occasion of 149th Birth Anniversary of Swami Vivekananda at Pasighat. 50 children took part in the programme. The children were from Gandhi Secondary School, D. Ering Memorial School, Government School, Balek and I G J Government School, Pasighat.
Vijay Taram, an Alumini of VKV and also a known Social Worker from the area took a session on "Leadership".
Students and faculties of VKV, Vivek Vihar, took out a procession highlighting the vision and mission of Swami Vivekananda for “Man making and Nation building’ in morning hours today to mark the occasion.

Youth festival draws large crowds, achievers felicitated
ITANAGAR, Jan 12: The first ever 3 days West Siang district youth festival organized by West Siang District Students Union ended on 10th January at Aalo. The last day of festival drew huge crowd as the first two days.
Major attraction of the penultimate day was the performance of Indian Idol Sourabhee Debbarma and felicitation of young achievers of state who have become source of inspiration for Arunachalee youths.
Those felicitated include Everester’s Tapi Mra, Tine Mena, Anshu Jemshenpa, IAS Mitali Namchoom, footballer Gumpe Rime, IFS officer Nyali Ete, IRS Tadu Mamu, Indian Foreign Service officer John Mai and Journalist Taba Ajum.
Speaking on occasion NESO Secretary General Gumjum Haider appreciated organizers for taking brilliant step for felicitating young achievers of state. “This is youth festival and by felicitating youth icons of state, organizer has set a new trend in Arunachal. Hopefully, these achievers will continue to inspire young Arunachalees in days to come,” stated Gumjum. Further he added, “It is good to see that during this youth festival no politicians were invited as guest. Many intellectuals including RGU Vice Chancellor, Trans Arunachal Highway Chief engineer Bora Ete, NESO Chairman Dr Sammujwal Bhattacharjee and others attended. I am sure youth must have learned many things from the dignitaries. Other student organization should also follow this path. Politicians are mostly corrupted and student organization whose main motto is to fight against them should try to avoid politicians.”
The most unique aspect of this youth festival was that no politicians were invited and first ever, a panel discussion on “internal democracy in students and youth organization in Arunachal Pradesh and corrective measures thereof” was held.
Later in the night Indian Idol Sourabhee Debbarma’s performance enthralled the crowd. Large number of crowd thronged Aalo general ground to witness her performance. Despite drizzling, she kept performing and won the hearts of her followers. Later talking to press persons, she thanked organizers for inviting her to Aalo and promised that she will continue to come to Arunachal whenever provided with an opportunity.

“We wanted to bring in new ideas and that is the reason why we kept away politicians from this festival. Awareness camp at Mouling national park

ITANAGAR, Jan 12: All Arunachal Pradesh Public Transport Federation (AAPPTF) conducted its awareness meeting yesterday at Yingkiong.
During the meeting basic knowledge on traffic rules and grievances of commercial vehicle owners and drivers were discussed.
Addressing the meeting, MLA Alo Libang advised all the drivers particularly the commercial drivers to maintain speed limit and other traffic rules. He further, briefing about the safety of passengers and tourists said that many tourists visit Upper Siang District and it is the duty of the commercial drivers to drop them to their respective destination at reasonable rates.

ITANAGAR, Jan 12: East Kameng, West Kameng, Lower Subansiri and West Siang football teams entered the semifinals in the rural sports competitions under PYKKA being held at Sangey Lhaden Sports Academy playground, Chimpu here today.
The girl’s football teams of Papum Pare, West Kameng, Lower Dibang Valley and Kurung Kumey also booked their semifinal berth today.
Papum Pare would face East Kameng in boys Kho Kho final while Upper Siang would lock horn with the winner of Papum Pare and East Kameng in the final of the girls Kho Kho.

ITANAGAR, Jan 12: The last one month has witnessed intense protest over Subansiri
Lower Hydro Electric Project (LHSEP) in Lakhimpur and Dhemaji districts of Assam.
The protest against NHPC project created lot of trouble with protesters imposing
economic blockade to the Gerukamukh project site. Though economic blockade was supposedly
imposed against NHPC but it affected Siang districts badly with protesters blocking

The KMSS led agitation is being strongly backed by All Assam Students Union (AASU) and Takam Mishing Porin Kebang (TMPK), the apex student body of the Mishing tribe.
There is wider speculation going in Arunachal Pradesh that soon these organizations might launch an economic blockade against state of Arunachal. However in an exclusive chat with this journalist, Dr Samujjwal Bhattacharjee NESO Chairman cum AASU Advisor and TMPK President Johan Doley made it clear that they will never impose economic blockade against Arunachalee citizens.
“Our fight is against NHPC, central Govt and concern state govts. We want to make it clear that there will be no harassment of Arunachalee citizens,” said Dr Samujjwal. He further stated that they had never launched economic blockade against people of Arunachal.
“Someone deliberately spread the rumour of blockade. It was done to divide the people of Assam and Arunachal. Central Govt is only trying to get power from our region without taking care the need of local citizens. We are fighting against this wrong policy of Centre,” continued Dr Samujjwal.
TMPK President Johan Doley stated that movement against big dam is being carried out in the interest of Assam and Arunachal people. “Majority of dam affected people will be Arunachalee tribal and Mishing tribal of Assam. Most of us share similar heritage and have same source of origin being children of Abotani. We will never hurt interest of our fellow Tani children whom we consider as our brothers. We have to fight together against big hydropower developers who are trying to divide us with lure of money,” said Johan Doley.
He went on to add, “The Tani clan of Assam and Arunachal are one of the largest ethnic minorities of South East Asia. The construction of big dams is direct threat to our civilization as people will be displaced from their place of origin and also migration of large number of work force from outside state to work in these projects will reduce us to minority.” Many in Arunachal expressed suspicion over why there is mass protest against Subansiri Lower project at this juncture when project is on the verge of completion. AASU Advisor Dr Samujjwal clarify that they have been raising issue of cumulative down stream impact study even before project begins.
“Since the year 2002 we have been pressing for demand to have cumulative downstream impact study so that interest of Assam people is being taken care of. The project was implemented by NHPC a year later without proper study on downstream affected people. We would like to inform people of Arunachal that from day one we are fighting against NHPC and will continue to do so till they address our concern. There should be no confusion in this regard,” said Dr Sammujwal.
ITANAGAR, Jan 12: The Confederation of Service Association of Arunachal Pradesh (CoSAAP) strongly condemned the attack on APPSC office building and its Chairman’s residence.
CoSAAP also condemned the attack of security forces during bandh hours and further stated that such brutal act would only bring bad name to the organization.
It appealed the people to refrain from resorting to violence.
Meanwhile in a release Arunachal Pradesh Congress Committee (APCC) also condemned the vandalism at APPSC building.
Further, APCC flayed Unemployed Arunachalee Engineers Association’s method of protesting against the government, saying that taking law on their own hands while registering sentiments is unacceptable. It further said it will not tolerate such acts to malign the Congress government in the state.
Committee appealed to citizen to cooperate with the government to take the state to the road of development and requested administration to take stern action against those who indulge in violence to thwart such incidents in future. ITANAGAR, Jan 12: The traffic unit of Arunachal Pradesh Police (APP) will honour 10 individuals, who saved lives of victims of road accidents through their quick intervention and by giving necessary assistance to the victims on the spot and rushing them to hospital.
The life saver awards consist of trophy and commendation certificate would be given away to all the 10 individuals by Chief Minister Nabam Tuki in a function at Vivekananda Hall of RK Mission Hospital tomorrow.
The CM would also flag off five traffic cranes which would be used for lifting illegally parked vehicles.
APP traffic cell would also honour all those individuals who have contributed immensely for enforcement of safe driving.
Beside drivers of the police department, all commercial vehicles and APST bus drivers would be attending the programme.
Meanwhile, Arunachal Pradesh Motor Transport Federation (APMTF) appealed to all commercial vehicles operators, drivers, vehicles owners and student community to participate in traffic awareness tomorrow. It further requested the commercial vehicle owners to stop plying of vehicles during the programme to ensure mass participation.
BJP questions security lapses, seeks govt action
ITANAGAR, Jan 12: The Bharatiya Janata Party (BJP) Arunachal Pradesh expressed shock at setting fire to Arunachal Pradesh Public Service Commission (APPSC) office on January 10.
Condemning the incident as unjustifiable and unbecoming, the party blamed security lapses despite the Commission office being located in the high security zone. This building is in no way responsible for any injustice and also would not resolve the grievances of the people, it said, while adding that people have lost national asset with the destruction of public properties.
The BJP demanded white paper from the state home ministry along with inquiry commission with the retired High Court judge for impartial and thorough enquiry and investigations into the series of state government offices’ burnings. It urged the Govt to take appropriate measures to avoid reoccurrence of such ugly incidents.
The Party said repeated incident of burnings of various important offices of state government in the recent past raise the question of accountability, credibility and the integrity of functioning of the state government. The BJP also demanded separate enquiry committee on various allegations leveled against APPSC in AE (Civil) recruitment examination and justice for all.
Pointing out the allegations of anomalies, manipulations and illegalities against APPSC, the party said that such allegation exposed the very extent and the dept of illegalities carried out in State Govt agencies.
Why the government is not lending ears to the grievances and complaints of the people or aggrieved groups, it questioned adding that Govt’s adamant attitude has forced people to resort to unlawful activities and violence, which is not healthy sign of democracy. The party urged the Govt not to undermine the grievances of its people raised from time to time and take prompt and adequate measures for protection of public institutions and security for life and property of the people.

I couldn’t stop myself writing an anecdote on the recently held examination for the
post of Junior Engineer in APPWD conducted at government higher secondary school,
Itanagar. As I arrived near the centre, there was a long chain of jammed vehicles,

Few minutes later I reached the centre and subsequently to the room where my seat was allotted. The first three hour was meant for technical paper. Almost everyone in the room answered the questions seriously but there were few instances of murmuring and whispering. Later in the second half which was meant for General Knowledge and English paper, the scene in the room changed. Although mobile phone was prohibited inside the room, some candidate brought it along with them. Later the invigilator asked those candidates to surrender their mobiles; some did while some were deaf to his words, retaining the mobile with them.

Greedy teachers, tuitions and poor students
Dear Editor,
Teaching in the government schools located in the urban areas has become a mechanical
one. There is no interest in the teachers to give equal knowledge to the poor and
the less privileged in the class room as used to be in the earlier days. The financial
considerations of the 21st century have taken over the GURU-
In Arunachal it is a fact that until the matter pinches yourself or your family no authority is worried even to think for a simple policy change! After the implementation of sixth CPC the pay structures of the teachers are well placed and I cannot understand what they will do with so much money? The menace of tuition should be stopped by the Government or else it is better to send your child to tuition than to the classroom.
Tuition should be allowed only in proper tuition centers not in the residence/quarters of the already employed teachers. Managing a tuition centre is also an employment generation.This chance should go to the educated unemployed persons.
The remedy I suggest is that there should be immediate ban on the private tuition by the government teachers.
The Arunachal Teachers Association is also requested to look deep into the deteriorating teaching in the classroom of the Government schools. When a student questions a teachers than the teachers says, “If you donot understand than come for tuition at my home”.
This has to be stopped immediately. The Education system has to be made very strong so that poorest of the poor children also gets the best education in the state.

Seeking justice by injustice is not justice
Dear Editor,
I would like to put forward my comments in response to recent attack on APPSC.
Oh! My endeared fellow denizen, what is this? What you have done? Oh, that's disheartening!
That was not prudent as part of intellect course of action. You have made the 'spirit
of Youth' to bleed profusely. You have desecrated the 'Spirit of Intellectuals.'
You are educated and enlightened citizen who are supposed to spread light into the
darkness prevailed in your motherland owing to cumulative impacts of various socio-
Part XIV, Chapter II, Article 317 provides the provision for Removal or Suspension of Member or chairman of a Public Service commission. Chairman or Member of Public Service Commission shall only be removed or Suspended from his/her office by an order of the President of India on the ground of 'Misbehavior', after the Supreme Court, on reference being made to it by the President of India, has on enquiry held in accordance with the procedure prescribed in that behalf, report that the member or Chairman of PSC, as the case may be, ought to be removed or suspended on such ground. And the constitution has also defined the term 'Misbehavior' in this regard. My dear, what course of action you have followed? Vandalism? Arson? Interloper? Oh these actions are alien to constitutional dictionary. You should have knocked the door of Justice and the established courts in the country provide you those services.
When you, as an enlightened and responsible citizen, feel that office of PSC have been misused or there is discrepancy in the conduct of PSC et al, then Article 19(a), Part III of Indian Constitution provides you 'Freedom of expression and freedom of speech' as your fundamental right. But nowhere, in the constitution, mentioned about how to correct these problems of PSC [APPSC] through Vandalism. You should have pursued legal suit as tool to address your grievance and aspiration.
Part XIV, Chapter II, Article 322 of Indian constitution provides that the expenses of State PSC shall be charged from 'Consolidated funds of State. That is the expense of repair and renovation for the damage you caused will not come from any personal pocket. And you should understand whose share of bread will be cut out. This gift was not expected from responsible muster like you by innocent people, who are toiling days in and days out to fill the gap of their unending empty stomach.
These days, a new system of Bandh, Protest or Strike has cropped up in once peace loving State. Whereas you are claiming that forming associations/ organizations/ societies and thus use them as a tools to call Bandhs, Strikes or Protests as Fundamental Right. No, no Fundamental Right is absolute. There can be reasonable restriction attach to it. Though Article 19(b) provides Right to Assemble Peacefully without Arms, nowhere you are permitted to form Association/Organization to destroy public or private machineries. And it makes a sense that your course of action was illegal and the people of Arunachal Pradesh, for whom you are fighting, never expected illegal means of action from such otherwise responsible organization. Article 19(b) does not guarantee you the right to join an Organization. Instead, you have right not to join any organization. It also says, there is no Right to strike or call bandh as Fundamental Right. In fact the right not to Strike or call badh is a Fundamental Right.
So, I earnestly beseech you my dear Kings and Queens of XYZ organizations, Elite Societies, Welfare Societies, ABC Associations please desist from the religion of bandhs, strikes or protest. No one, not even you, will be benefited from it. From all dimension, it is a curse to the developmental process. It jeopardizes the existence of peace, stability and tranquility in the state. Instead, please switch over to modern, civilized and legal mean to pursue justice. Seeking justice by doing injustice is not justice. There are plethoras of Justice Delivery mechanisms. Please identify them and hang on it. So that the Justice you garner today will trigger another Justice tomorrow and ahead.

Tali and development
Dear Editor,
We know that Tali Circle was established in 1957 which makes it one of the oldest circles in the state. But Tali assembly constituency which is constituted of two circles is considered as most backward and remote. People of the both circle are facing lots of problems due to lake of road connectivity, electricity, health care and education.
With establishment of ADC headquarters in Tali, it is expected that developmental activities will trickle into the area. I thank the local MLA and Chief Minister for according ADC headquarters to Tali.

Seppa, Jan 12: The East Kameng Deputy Commissioner Tope Bam inaugurated the cadastral survey of Seppa Township today.
The Deputy Commissioner said that land plays a crucial role in social and economic fabric of the people and therefore, the basic need is to have clear identification of land, its ownership and other details of records relating to land on a real time basis.

Former govt officer dies
ITANAGAR, Jan 12: Prem Prakash Malhotra, retired, Deputy Director Supply and Transport , Govt of Arunachal Pradesh passed away on 7th January at Guwahati.
He retired from service in 1992. He severed as Circle Officer at many places and subsequently as Extra Assistant Commissioner at Namsai, Tawang, Sagalee, and retired as Deputy Director Supply and Transport.
His Ardhaya Shardha will be held on January 19.

ITANAGAR, Jan 12: All Arunachal Pradesh Tribal Welfare Association (AAPTWA) discussed various developmental issues in the state in a meeting held here today.

Shift Treasury office to Koloriang: ANYA
ITANAGAR, Jan 12: All Nyishi Youth Association (ANYA) today appealed the authority to shift district treasury office from Hapoli to Koloriang within one month. It said despite office being constructed six months ago at district headquarter, the staffs remains in Hapoli under Lower Subansiri district.

ITANAGAR, Jan 12: Arunachal Teachers’ Association, Kurung Kumey District Unit appealed to the state government to immediately rectify the pay anomalies of Assistant Teachers.
It also demanded release of five months backlog stipend of students and provision of quarters to all the teachers serving in the interior parts of the district.
It said that due to non availability of teacher quarters, the teaching community is facing hardship in making conducive teaching learning atmosphere.

UAEA urges Raj Bhavan to come out with report
ITANAGAR, Jan 12: Unemployed Arunachalee Engineers Association (UAEA) today urged the Raj Bhavan to come out with the report of the independent high level review committee at the earliest, constituted after the APPSC’s controversial Assistant Engineer civil examination. Seeking immediate response from the governor, it said Raj Bhavan should act immediately so that truth behind the whole sordid episode can be revealed.

Students oppose recruitment drive
ITANAGAR, Jan 12: All Tirap District Students Union and All Changlang District Students Union opposed the provision of ‘General Quota in the proposed special police recruitment drive for constables in Tirap and Changlang districts.
Since the recruitment drive was sanctioned by the central Government purely for the two districts, there should not be any ‘general quota’ as has been published in the advertisement dated December 16, 2011, both the unions said in a joint press statement.
While demanding for floating advertisement afresh by removing the ‘general quota’ from earlier advertisement, they further demanded early advertisement for the remaining posts. They claimed that 600 posts out of total 1948 have not yet been advertised.
Both the unions threatened to launch phase wise bandh call from January 18 if their demands were not met.
