Tuki seeks centre’s help in upkeep of historical sites

ITANAGAR, Jan 12: Chief Minister Nabam Tuki today requested the Centre to help in development and preservation of the state’s historical and holy sites as well as provide assistance in promotion of its rich art and culture.

Calling on Union Minister for Culture Kumari Selja, who also holds the portfolio of Housing and Poverty Elevation, at New Delhi today, Tuki emphasized that Arunachal Pradesh with its vast and unexplored historical and mysterious background has a potential in promoting tourism through its historical sites and mythological importance.

He urged the Ministry of Culture to facilitate conduction of surveys and investigations so that the existing historical sites in the state can be listed as heritage sites or come under the purview of the Archaeological Survey of India (ASI). To point out a few, he cited the ruins of Itafort in the state capital, Malinithan at Likabali, Parasuram Kund in Lohit, Taklung Dzong near Kalaktang as well as the recently discovered huge Shiv Ling near Ziro in Lower Subansiri district.

The Chief Minister observed that if all the sites of historical and religious importance in the state are developed and maintained, religious and historical tourism would flourish, which in return would generate employment and income for the local people.

Tuki, who has been extensively touring the districts of the state since he took over as the 7th Chief Minister of the state two months ago, expressed the need for having one museum and if possible a cultural centre in each district. While urging the Union Minister to allow establishment of new or extension of the existing museums in the district, he, however, emphasized that libraries in every district is a must. He, therefore, pleaded assistance for establishment of libraries in all sixteen districts of the state.

Talking about the rich and diverse culture of the state, Tuki also urged for a Regional Cultural Centre at Itanagar. He said a Center of such kind would provide a common platform for cultural activities including promotion, research and documentation. This would also serve as a performing venue for the various tribes of the state that number more than hundred, he added.

Tuki, who was impressed by Buddhist culture after his visits to Bodh Gaya and Bomdila earlier, also stressed the need to promote the activities carried out by monasteries for peace and brotherhood. He appealed the Centre to give necessary funds for development of infrastructure of monasteries in the state so that religious as well as social activities continue to benefit the society unhindered.

Kumari Selja, who gave a patient hearing to the Chief Minister, assured to take up the requests on priority with concerned officials of the ministry. She hoped that soon her ministry would come out with concrete plans to fulfil the aspirations of the state.

Earlier in the morning, Tuki gave a courtesy call on UPA Chairperson and Congress President Sonia Gandhi. With flowers and fruits he wished Gandhi a prosperous and happy New Year and assured cooperation on behalf of the state Congress.

Reciprocating Tuki’s wishes, Gandhi congratulated him for his successful two months in office. She encouraged the veteran leader to lead Arunachal Pradesh and the state Congress party in the path of accelerated development.

Inculcate ideas of Swami Vivekananda: Dr Begi

ITANAGAR, Jan 12: Vivekananda Kendra Vidyalaya, Itanagar celebrated the National Youth Day cum 149th birth anniversary of Swami Vivekananda with a cultural event at VKV Chimpu.

While inaugurating the programme, Dr. Joram Begi, Director of Higher and technical education and the Prant Pramukh of Vivekananda Kendra advised the youth of Arunachal Pradesh to study and inculcate the idea of Swami Vivekananda in their life.

 Dr. Joram Begi upheld the role of VKVs in Arunachal Pradesh for providing quality education. He complemented the students and teachers for their dedicated hard work. He said that Swami Vivekananda inspired not only freedom fighters like Mahatma Gandhi, Subhash Chandra Bose but continues to do so till date.    

S. C. Dixit, Principal of VKV Itanagar and Rupesh Mathur, State Organizing Secretary of Vivekananda Kendra Arunachal Pradesh, also attended the occasion. The Uniqueness of the programme was the cultural items presented by the students. Drama depicting the life of Swamiji, the folk songs of Arunachal Pradesh, Patriotic songs, Sanskrit songs were performed by the students of primary and middle classes. About 800 parents and students attended the programme.

Vivekananda Kendra Arun Jyoti, Pasighat today organized a Personality Development Camp on the auspicious occasion of 149th Birth Anniversary of Swami Vivekananda at Pasighat. 50 children took part in the programme. The children were from Gandhi Secondary School, D. Ering Memorial School, Government School, Balek and I G J Government School, Pasighat.

Vijay Taram, an Alumini of VKV and also a known Social Worker from the area took a session on "Leadership".

Students and faculties of VKV, Vivek Vihar, took out a procession highlighting the vision and mission of Swami Vivekananda for “Man making and Nation building’ in morning hours today to mark the occasion.

Later, an APSC cadre of 2003 Viswadeep Chello urged the parents to be inspired by the ideology of Swamiji.

Dr V N Sharma, Liaison officer, NSS, called upon the students to identify their potentiality. More than 500 children and parents took part in the programme. Vivekananda Kendra, Arun Jyoti, Itanagar  also Celebrated Swami Vivekananda’s  Birth Anniversary at Kendriya Vidyalaya No. - 1, Naharlagun. The main speaker was Radhilu Chai, Vice Chairperson of Women Commission, Govt. of Arunachal Pradesh. She highlighted the life and message of Swami Vivekananda. Later she distributed prize to winners of literary competition.

Kumari Neha Tiwari of Higher Secondary Schools , Naharlagun, Linbum Tama of K. V. 1 and Suraj Chakraborty of Govt. Hr. Sec. school polo colony came first, second & third in written Competition respectively.

In Speech Competition the Byabang Mekia and Gracy Hingbo of Govt. Hr. Sec. school polo colony were first and second respectively whereas Rohan Shretha of K. V. – 1 was third. Around 1000 students participated in the programme.

Vivekananda Kendra Vidyalaya, Basar celebrated the national youth day with pomp and fervor today.

Arunachal Pradesh Youth Congress General Secretary Marpin Basar and Tomi Polytechnic College Basar, Vice Principal Arul Kumar spoke on the occasion.

Besides the students’ of VKV, Students of various government schools also displayed cultural programme during the day long celebration.

Lower Dibang Valley District Headquarter joints rest of the country in celebrating 149th birth anniversary of Swami Vivekananda as National Youth Day. Prabhatperry followed by drama on life of Vivekananda, patriotic songs & dances and traditional dances at General Play Ground by various schools marked the occasion. The programme was organized by Vivekanda Vidhyalaya, Roing supported by the Department of School Education, Lower Dibang Valley District.

Attending the function, Laeta Umbrey, MLA Roing said that Swami Vivekananda was an embodiment of Indian Culture and a great spiritual Guru of India. His work and knowledge is an inspiration for youth of all ages to attain greater heights in life. He informed that this day is being celebrated as National Yoputh Day since the year 1985 by the Govt. of India for paying homage to Swamiji’s ideals and works.

Umbrey appealed each and every one to rededicate ourselves for the peace and security for the people of the district in order to create a conducive atmosphere for the children to devote their time and energy in learning.

Deputy Commissioner Garima Gupta exhorted the youths to adopt the teaching of Swami Vivekananda by taking education as the baseline of their life and to help in building a strong nation. She also exhorted them to help those in needs that was taught and practice by their Guru.

Rita Raj Shukla, Principal VKV Roing threw lights on the life of Vivekananda. Gobind Khandekar, Karyakarta VKV and Ayodhya Prasad, Teacher, GHSS Roing also spoke on the occasion. Chiliko Meto, Zilla Parishad Chairperson, Senior Citizens, Public Leader, HoDs teachers and students attended to witness the celebration.

The members of Vivekananda Study Circle (VSC) distributed fruits to the indoor patients of General Hospital, Naharlagun on the occasion.

 

Youth festival draws large crowds, achievers felicitated

ITANAGAR, Jan 12: The first ever 3 days West Siang district youth festival organized by West Siang District Students Union ended on 10th January at Aalo. The last day of festival drew huge crowd as the first two days.

Major attraction of the penultimate day was the performance of Indian Idol Sourabhee Debbarma and felicitation of young achievers of state who have become source of inspiration for Arunachalee youths.

Those felicitated include Everester’s Tapi Mra, Tine Mena, Anshu Jemshenpa, IAS Mitali Namchoom, footballer Gumpe Rime, IFS officer Nyali Ete, IRS Tadu Mamu, Indian Foreign Service officer John Mai and Journalist Taba Ajum.

Speaking on occasion NESO Secretary General Gumjum Haider appreciated organizers for taking brilliant step for felicitating young achievers of state. “This is youth festival and by felicitating youth icons of state, organizer has set a new trend in Arunachal. Hopefully, these achievers will continue to inspire young Arunachalees in days to come,” stated Gumjum. Further he added, “It is good to see that during this youth festival no politicians were invited as guest. Many intellectuals including RGU Vice Chancellor, Trans Arunachal Highway Chief engineer Bora Ete, NESO Chairman Dr Sammujwal Bhattacharjee and others attended. I am sure youth must have learned many things from the dignitaries. Other student organization should also follow this path. Politicians are mostly corrupted and student organization whose main motto is to fight against them should try to avoid politicians.”

The most unique aspect of this youth festival was that no politicians were invited and first ever, a panel discussion on “internal democracy in students and youth organization in Arunachal Pradesh and corrective measures thereof” was held.

Later in the night Indian Idol Sourabhee Debbarma’s performance enthralled the crowd. Large number of crowd thronged Aalo general ground to witness her performance. Despite drizzling, she kept performing and won the hearts of her followers. Later talking to press persons, she thanked organizers for inviting her to Aalo and promised that she will continue to come to Arunachal whenever provided with an opportunity.  

The organizer of festival, West Siang District Students Union president Karyom Loyi expressed satisfaction over way festival ended.

“We wanted to bring in new ideas and that is the reason why we kept away politicians from this festival. We believe that youth festivals are usually held to exchange ideas among youths and learn from the intellectual elders. We are happy to witness so many youth icons and intellectual people of state attending the festival. Hopefully youths of West Siang district and Arunachal in general have benefited from this event,” stated Karyom. He further added, “We extend gratitude to govt of Arunachal in particular department of tourism for their support. The people of Aalo by pouring in at festival ground boasted our morale. Also by felicitating the young achievers of state, we want to spread the message of love and brotherhood. We all should remember that we are Arunachalee first and then our tribe lineage follows.”

 

Students organise District level event for teachers

SEPPA, Jan 12: With a motto of strengthening teacher-student relationship, the Govt College, Seppa Students’ Union organized a district level teacher’s tournament which got underway this morning at general ground, Seppa.

As many as fifty schools from middle to higher secondary level from various parts of district including host govt college, Seppa are taking part in the event.

The four-day games and sports and literary event was formally declared open by Seppa MLA Tapuk Taku.

Addressing the students, Taku said that the students should maintain the very motto of organizing such event which was basically to strengthen teacher-student bond. He called upon the students to learn to respect their teachers, elders and parents.

“Strive hard not just to excel in life but, also to become good citizens of society” Taku said while urging them to be sincere towards their studies.

Further, he also appealed to the teaching community to be sincere towards their duties and help the students to become good human being besides making them successful in academic careers.

While responding to the memorandum submitted to him by students’ union general secretary, MLA assured to look into the matters.

Expressing grave concern at rising law and order problems in Seppa Township, MLA appealed to the public of Seppa Township to not only depend on police but help the authority to restrain law and order problem to make it a better place to live in.

He further informed that diversion road in order to renovate Bana Bridge has already been started and would complete within a month. And the hanging bridge over Kameng River would be constructed on priority basis keeping in view the importance of bridge, he added.

APB&OCWWB Chairman, Jalley Sonam suggested the students to make a proper action plan for their career. He called upon the students to be disciplined and pay respect to their teachers.  He also suggested the students to choose only those stream and field where they are comfortable and good at.

College Principal also advised the students to be sincere towards their studies.

 

Awareness camp at Mouling national park

ITANAGAR, Jan 12: A series of education and awareness programme are being carried out in fringe area of Mouling National Park (MNP). One of such awareness programmes was inaugurated at Interpretation Centre in Mouling National Park, Jengging on January 7.

MNP is the 2nd National Park in the state after Namdapa National Park which was notified in August1986. It is located in Upper Siang comprising an area of 483 Sq.km and covers parts of East Siang, Upper Siang and West Siang districts. It is the home of-Red Pandas, Musk deer, Takin, Goral, Snow leopard, Black Panther, Tragopon and numerous other and endangered species.

The resource person of the camp was Dr. D.Chetry, Primatologist, Aranyak Guwahati. He highlighted on different primates of Arunachal Pradesh with special reference to Mouling National Park and its conservation. Chetry also requested the student community to come forward for the conservation of primate in particular and biodiversity in general.

R.K.Koba, Range Forest Officer Jengging highlighted the importance of flora and fauna of the park in particular and its eco-system, while, Y. Rina, Range Forest Officer Ramsing highlighted the conservation issue pertaining to the Park.

H.B. Abo, DFO, Mouling National Park pointed out the shortage of officers and staffs in protecting and conserving the floras and faunas of the vast geographical area of the Park. He also dealt on the prevailing issue of wildlife in general on the face of present day development in the district and requested local community to extend helping hand for conservation of biodiversity of the Park

Chairperson of the inaugural function T. Tatak, administrative Head of Jengging Circle while focusing upon local hunting practice and its consequences, gave emphasis on inter-relationship among living creatures. He also urged the Govt. and administration to reconsider the gun licensing procedure in the district and state as a whole. Issuance of unlimited gun licence in the 26 fringe villages resulted in the declining of Mouling National Park’s birds and animals, he said and called upon the people for preservation of wildlife.

The main invitees were students and teachers of Royal Siang Academy Jengging, Govt. H. S. School Jengging, publics and heads of all department of Jengging Circle.

 

22nd ACRYA Foundation Day

ITANAGAR, Jan 12: The Arunachal Christian Revival Youth Association (ACRYA) has observed its 22nd Foundation day where hundreds of its members from various parts of the state have fellowshipped together for two days at CRC Itanagar.

The local MLA Techi Kaso while attending the foundation day urged the youths to shoulder greater responsibilities and be a torch bearer towards bringing positive changes in the society.

He appealed for working towards bringing unity and tranquility among the tribes of Arunachal Pradesh.

RGU Assistant Registrar and APCRCC vice-president Dr. David Pertin exhorted the gathering to be courageous, slow to anger and abhor all kinds of addictions.  

ACRYA President Evan. Dr. Joram Dol, in his foundation day message dwelt in length on the theme “Redeeming the time” and advised the youths to have bigger visions and aims in life and to be a greater partner in making the greatness and goodness of Christ known to others.

Evan. Yumri Taipodia one of the speakers of the event in his message focussed on being firm in one’s foundation in Christ.

Among others ACRYA Vice-president Tana Purno, ACRYA General Secretary Domar Bomjen and worship leader Boria Sarah also spoke.

The two daylong event marked ACRYA flag hoisting, Praise and worship, biblical discourses, prayers, songs and dances, cake-cutting and a community feast.

 

AAPBSU appeals

ITANAGAR, Jan 12: All Arunachal Pradesh Border Students’ Union (AAPBSU) appealed to the state Govt to improve infrastructural facilities of the security personnel manning the Arunachal-Assam boundary area in Tirap district.

Highlighting the pathetic condition of IRBn personnel deployed in Kamkuh Russa and Charaipung along Assam-Arunachal boundary in Tirap district, Union  demanded establishment of a permanent police station at Kamkuh Rusa in Kanubari circle, concrete banker and housing  facilities for security personnel.

It is worth mentioning here that an AAPBSU team visited the Arunachal-Assam boundary area in Tirap district recently and interacted with the public and panchayat leaders of Ranglua area on boundary row recently.

 

AAPPTF awareness meeting held

ITANAGAR, Jan 12: All Arunachal Pradesh Public Transport Federation (AAPPTF) conducted its awareness meeting yesterday at Yingkiong.

During the meeting basic knowledge on traffic rules and grievances of commercial vehicle owners and drivers were discussed.

Addressing the meeting, MLA Alo Libang advised all the drivers particularly the commercial drivers to maintain speed limit and other traffic rules. He further, briefing about the safety of passengers and tourists said that many tourists visit Upper Siang District and it is the duty of the commercial drivers to drop them to their respective destination at reasonable rates.

Meanwhile, Libang assured to provide vehicle plying permit systematically in Upper Siang District and land for setting-up of AAPPTF Office at Yingkiong.

He further assured to look into the demand of the AAPPTF which includes parking place and road renovation within this year.

The MLA also appealed to DC, SP, DTO and other dignitaries to provide possible help to AAPPTF for their development so that the federation can provide better services to the people.

Earlier, All Arunachal Pradesh Public Transport Federation (AAPPTF) Secretary General Dobing Sonam and AAPPTF Upper Siang District Unit President Tasing Libang highlighted various grievances faced by the commercial vehicle owners and drivers.

They also advised the drivers to obey and abide by the traffic rules. The AAPPTF appealed to the concerned authority to check the plying permit, driving license and also urged them to maintain uniformity in tax collection.

 

Sarok festival underway at Yangsey

Seppa, Jan 12: The week-long Sarok festival of Aka community got underway at Yangsey, Bana of East Kameng District today wherein delegates from various place of Aka community are taking part.

Minister Power (Electrical) and Rural Development Tangya Byaling termed India as a great nation wherein one can practice their own religion, culture and traditions.

He further called upon the people to maintain peace in the society to pave way for development and cautioned the people not to take law in to their hands and completely discard revenge system.

Further, the Minister said that Govt. would leave no stone unturned for the welfare of its people with the active co-operation from one and all in carrying out various policies and programmes of the Govt.

Deputy Commissioner Tope Bam said that Arunachal Pradesh is moving ahead in the path of progress and development. In the same way, festivals, culture, traditions which are our identity should equally flourish side by side.

He urged the people not to mix festival with religion and called upon one and all for whole-hearted participation during festival irrespective of religious affiliation. He reiterated on the need to abandon bad practices like child and force marriages. He urged the GBs to deliver justice and also to co-operate with the PRI members in the developmental activities.

Local MLA Tani Loffa stressed for proper documentation of the Sarok festival. He said that Aka community is slowly progressing and in the times to come it shall be one of the most developed tribes. DIPRO

 

16 qualifies for inter-state soccer tourney

PASIGHAT, Jan 12: A specialized 6-day coaching camp for women footballers, organized at Pasighat by the East Siang District Women Football Association (ESDWFA) concluded this evening.

All together 42 girls turned up for the selection process and after screening only 16 were short listed and qualified to participate in the interstate soccer tourney which will be held at Changlang next month.

On the occasion, ADC SC Debnath encouraged the budding women sports persons and also highlighted the importance of football. He advised the sport persons to maintain discipline and regular practices for better output.

Later, he distributed certificates to the participation to all the trainees.

Earlier, Er Nyong Paloh also advised the participants to display their inner zeal while playing at the higher-level. He expressed his gratitude to General Secretary Women football association NE zone L Ralte, ESDWFA, President Christopher Tayeng and General Secretary Tabiram Moyong for their tireless efforts and successful completion of the event.

Football semis at rural sports competition under PYKKA

ITANAGAR, Jan 12: East Kameng, West Kameng, Lower Subansiri and West Siang football teams entered the semifinals in the rural sports competitions under PYKKA being held at Sangey Lhaden Sports Academy playground, Chimpu here today.

The girl’s football teams of Papum Pare, West Kameng, Lower Dibang Valley and Kurung Kumey also booked their semifinal berth today.

Papum Pare would face East Kameng in boys Kho Kho final while Upper Siang would lock horn with the winner of Papum Pare and East Kameng in the final of the girls Kho Kho.

In badminton, Tirap, Papum Pare and Lower Subansiri entered the semifinals in boys singles while Papum Pare, Kurung Kumey, Anjaw and East Kameng reached semifinals of boys doubles event.

Dibang Valley, Lower Subansiri, Papum Pare and West Kameng entered the semifinals of Girls singles badminton and West Kameng, Anjaw, Lower Subansiri and Dibang Valley reached the semifinals in Girls doubles event.

Earlier in the day, Gebit Takuk of Upper Siang won the boys single table tennis title defeating compatriot Mopi Nitik. The bronze went to Lal Sangpuia of West Kameng.

Gebit pairing with Nitik also won the boys doubles title defeating the pair of Lal Sangpuia and Lapa Khangriju of West Kameng. The bronze was won by Sanjoy Yangda and Donal Chiri of East Kameng.

 

Assam students to continue crusade against NHPC

LHSEP, economic blockade & Arunachal

ITANAGAR, Jan 12: The last one month has witnessed intense protest over Subansiri Lower Hydro Electric Project (LHSEP) in Lakhimpur and Dhemaji districts of Assam. The protest against NHPC project created lot of trouble with protesters imposing economic blockade to the Gerukamukh project site. Though economic blockade was supposedly imposed against NHPC but it affected Siang districts badly with protesters blocking NH-52 and thereby restricting movement of vehicles.

The KMSS led agitation is being strongly backed by All Assam Students Union (AASU) and Takam Mishing Porin Kebang (TMPK), the apex student body of the Mishing tribe.

There is wider speculation going in Arunachal Pradesh that soon these organizations might launch an economic blockade against state of Arunachal. However in an exclusive chat with this journalist, Dr Samujjwal Bhattacharjee NESO Chairman cum AASU Advisor and TMPK President Johan Doley made it clear that they will never impose economic blockade against Arunachalee citizens.

“Our fight is against NHPC, central Govt and concern state govts. We want to make it clear that there will be no harassment of Arunachalee citizens,” said Dr Samujjwal. He further stated that they had never launched economic blockade against people of Arunachal.

“Someone deliberately spread the rumour of blockade. It was done to divide the people of Assam and Arunachal. Central Govt is only trying to get power from our region without taking care the need of local citizens. We are fighting against this wrong policy of Centre,” continued Dr Samujjwal.

 TMPK President Johan Doley stated that movement against big dam is being carried out in the interest of Assam and Arunachal people. “Majority of dam affected people will be Arunachalee tribal and Mishing tribal of Assam. Most of us share similar heritage and have same source of origin being children of Abotani. We will never hurt interest of our fellow Tani children whom we consider as our brothers. We have to fight together against big hydropower developers who are trying to divide us with lure of money,” said Johan Doley.

He went on to add, “The Tani clan of Assam and Arunachal are one of the largest ethnic minorities of South East Asia. The construction of big dams is direct threat to our civilization as people will be displaced from their place of origin and also migration of large number of work force from outside state to work in these projects will reduce us to minority.”  Many in Arunachal expressed suspicion over why there is mass protest against Subansiri Lower project at this juncture when project is on the verge of completion. AASU Advisor Dr Samujjwal clarify that they have been raising issue of cumulative down stream impact study even before project begins.

“Since the year 2002 we have been pressing for demand to have cumulative downstream impact study so that interest of Assam people is being taken care of. The project was implemented by NHPC a year later without proper study on downstream affected people. We would like to inform people of Arunachal that from day one we are fighting against NHPC and will continue to do so till they address our concern. There should be no confusion in this regard,” said Dr Sammujwal.

 

CoSAAP, APCC condemn attack

ITANAGAR, Jan 12: The Confederation of Service Association of Arunachal Pradesh (CoSAAP) strongly condemned the attack on APPSC office building and its Chairman’s residence.  

CoSAAP also condemned the attack of security forces during bandh hours and further stated that such brutal act would only bring bad name to the organization.  

It appealed the people to refrain from resorting to violence.

Meanwhile in a release Arunachal Pradesh Congress Committee (APCC) also condemned the vandalism at APPSC building.

Further, APCC flayed Unemployed Arunachalee Engineers Association’s method of protesting against the government, saying that taking law on their own hands while registering sentiments is unacceptable. It further said it will not tolerate such acts to malign the Congress government in the state.  

Committee appealed to citizen to cooperate with the government to take the state to the road of development and requested administration to take stern action against those who indulge in violence to thwart such incidents in future. All Nyishi Youth Association (ANYA) condemned barbaric act of damaging private properties of APSC chairman Dr Ligu Tacho by the Unemployed Arunachalee Engineers Association during 12 hour bandh called on Jan 10.

While extending moral support to the bandh call demanding re-conduct of examination and resignation of Commission’s chairman, ANYA said there is no justification to damage of public properties.

 

APP traffic cell to honor 10

ITANAGAR, Jan 12: The traffic unit of Arunachal Pradesh Police (APP) will honour 10 individuals, who saved lives of victims of road accidents through their quick intervention and by giving necessary assistance to the victims on the spot and rushing them to hospital.

The life saver awards consist of trophy and commendation certificate would be given away to all the 10 individuals by Chief Minister Nabam Tuki in a function at Vivekananda Hall of RK Mission Hospital tomorrow.

The CM would also flag off five traffic cranes which would be used for lifting illegally parked vehicles.

APP traffic cell would also honour all those individuals who have contributed immensely for enforcement of safe driving.

Beside drivers of the police department, all commercial vehicles and APST bus drivers would be attending the programme.

Meanwhile, Arunachal Pradesh Motor Transport Federation (APMTF) appealed to all commercial vehicles operators, drivers, vehicles owners and student community to participate in traffic awareness tomorrow. It further requested the commercial vehicle owners to stop plying of vehicles during the programme to ensure mass participation.

 

BJP questions security lapses, seeks govt action

ITANAGAR, Jan 12: The Bharatiya Janata Party (BJP) Arunachal Pradesh expressed shock at setting fire to Arunachal Pradesh Public Service Commission (APPSC) office on January 10.

Condemning the incident as unjustifiable and unbecoming, the party blamed security lapses despite the Commission office being located in the high security zone. This building is in no way responsible for any injustice and also would not resolve the grievances of the people, it said, while adding that people have lost national asset with the destruction of public properties.

The BJP demanded white paper from the state home ministry along with inquiry commission with the retired High Court judge for impartial and thorough enquiry and investigations into the series of state government offices’ burnings. It urged the Govt to take appropriate measures to avoid reoccurrence of such ugly incidents.

The Party said repeated incident of burnings of various important offices of  state government in the recent past raise the question of accountability, credibility and the integrity of functioning of the state government. The BJP also demanded separate enquiry committee on various allegations leveled against APPSC in AE (Civil) recruitment examination and justice for all.

Pointing out the allegations of anomalies, manipulations and illegalities against APPSC, the party said that such allegation exposed the very extent and the dept of illegalities carried out in State Govt agencies.

Why the government is not lending ears to the grievances and complaints of the people or aggrieved groups, it questioned adding that Govt’s adamant attitude has forced people to resort to unlawful activities and violence, which is not healthy sign of democracy. The party urged the Govt not to undermine the grievances of its people raised from time to time and take prompt and adequate measures for protection of public institutions and security for life and property of the people.

Mobile phones and competitive exams

Dear Editor,

I couldn’t stop myself writing an anecdote on the recently held examination for the post of Junior Engineer in APPWD conducted at government higher secondary school, Itanagar. As I arrived near the centre, there was a long chain of jammed vehicles, which mostly are the by-product of some impatient drivers who always try to overtake in the slightest space available neglecting the vehicles from opposite direction.

Few minutes later I reached the centre and subsequently to the room where my seat was allotted. The first three hour was meant for technical paper. Almost everyone in the room answered the questions seriously but there were few instances of murmuring and whispering.  Later in the second half which was meant for General Knowledge and English paper, the scene in the room changed. Although mobile phone was prohibited inside the room, some candidate brought it along with them. Later the invigilator asked those candidates to surrender their mobiles; some did while some were deaf to his words, retaining the mobile with them.

These candidates managed to come out of the class citing nature’s call as an excuse and got the answer to the questions then and there either by making a calling to someone very knowledgeable or by surfing through the various sites in the internet or via text message. Isn’t it hilarious? Making mockery of a meant-to-be serious examination.

According to me the invigilator are more or less responsible for this. They should have been strict, abiding within the rule of the examination by preventing mal practices and not allowing anyone to stay outside for more than 2-3 minutes time. They should have been delivering their duty with all honesty and sincerity. Possessing mobile phone in spite of prior intimation should have been ground for disqualification. As there were thousands of candidates and in such a case even a single mark can create a huge difference. But alas! The faux pas has been done; it can’t be re-winded and corrected. The department should look in to it and come up with a noble solution and please be careful and cautious  while evaluating, awarding marks and then selecting the deserving candidates to avoid another fury, as the first has been caused owing to the carelessness of APPSC.

Honesty should be the policy. These days people are well aware and equipped. Lastly I would like to request all the departments whichever are going to conduct examination to strictly follow the rules laid by them and punish those who violates. Let’s make Arunachal Pradesh an ideal state to live-in and to be talked-about.

Greedy teachers, tuitions and poor students

Dear Editor,

Teaching in the government schools located in the urban areas has become a mechanical one. There is no interest in the teachers to give equal knowledge to the poor and the less privileged in the class room as used to be in the earlier days. The financial considerations of the 21st century have taken over the GURU-SISYA relations of the earlier days. The school teachers, whether in government schools or in private schools should know that a wrong teaching given to a single student will distort a whole generation. It is seen that especially the Science group teachers have made them so indispensable that many are fixed in the same school in Capital/urban areas for more than 20 years and the unlucky ones those who have gone to interior schools as first posting are still languishing there. The teachers in the schools of Itanagar, Naharlagun and Doimukh areas are so powerful that it is almost impossible to transfer them at times because they are tuition teachers of the children of the so called mighty politicians and their bunch of gangs who run around to stop or cancel the transfer and posting of the teachers. The children of the well placed people like officers, legislatures, ministers are not studying in any Government schools of the state so the sufferer is the children of the poor farmers who are not getting proper education as they cannot pay high tuition fees charged by the Government teachers.

In Arunachal it is a fact that until the matter pinches yourself or your family no authority is worried even to think for a simple policy change!  After the implementation of sixth CPC the pay structures of the teachers are well placed and I cannot understand what they will do with so much money? The menace of tuition should be stopped by the Government or else it is better to send your child to tuition than to the classroom.

Tuition should be allowed only in proper tuition centers not in the residence/quarters of the already employed teachers. Managing a tuition centre is also an employment generation.This chance should go to the educated unemployed persons.

The remedy I suggest is that there should be immediate ban on the private tuition by the government teachers.

The Arunachal Teachers Association is also requested to look deep into the deteriorating teaching in the classroom of the Government schools. When a student questions a teachers than the teachers says, “If you donot understand than come for tuition at my home”.

This has to be stopped immediately. The Education system has to be made very strong so that poorest of the poor children also gets the best education in the state.

Seeking justice by injustice is not justice

Dear Editor,

I would like to put forward my comments in response to recent attack on APPSC.

Oh! My endeared fellow denizen, what is this? What you have done? Oh, that's disheartening! That was not prudent as part of intellect course of action. You have made the 'spirit of Youth' to bleed profusely. You have desecrated the 'Spirit of Intellectuals.' You are educated and enlightened citizen who are supposed to spread light into the darkness prevailed in your motherland owing to cumulative impacts of various socio-economic or political loopholes. Oh that was not an inspiring conviction. Yes, every one of us condemns the performance of our infamous APPSC. Each of us understands that this is a dark period in the history of APPSC. Now the present members APPSC have put the image of constitutionally empowered body to irreparable damage. People have started losing their faith and trust on APPSC. But is it a prudent way of garnering justice? Correction by destruction is ridiculous. The budding youths are watching you, your way of seeking justice and they are learning it. Since Public Service Commission is a Constitutional body, you could have followed constitutionally guaranteed method.

Part XIV, Chapter II, Article 317 provides the provision for Removal or Suspension of Member or chairman of a Public Service commission. Chairman or Member of Public Service Commission shall only be removed or Suspended from his/her office by an order of the President of India on the ground of 'Misbehavior', after the Supreme Court, on reference being made to it by the President of India, has on enquiry held in accordance with the procedure prescribed in that behalf, report that the member or Chairman of PSC, as the case may be, ought to be removed or suspended on such ground. And the constitution has also defined the term 'Misbehavior' in this regard. My dear, what course of action you have followed? Vandalism? Arson? Interloper? Oh these actions are alien to constitutional dictionary. You should have knocked the door of Justice and the established courts in the country provide you those services.

When you, as an enlightened and responsible citizen, feel that office of PSC have been misused or there is discrepancy in the conduct of PSC et al, then Article 19(a), Part III of Indian Constitution provides you 'Freedom of expression and freedom of speech' as your fundamental right. But nowhere, in the constitution, mentioned about how to correct these problems of PSC [APPSC] through Vandalism. You should have pursued legal suit as tool to address your grievance and aspiration.

Part XIV, Chapter II, Article 322 of Indian constitution provides that the expenses of State PSC shall be charged from 'Consolidated funds of State.  That is the expense of repair and renovation for the damage you caused will not come from any personal pocket. And you should understand whose share of bread will be cut out. This gift was not expected from responsible muster like you by innocent people, who are toiling days in and days out to fill the gap of their unending empty stomach.

These days, a new system of Bandh, Protest or Strike has cropped up in once peace loving State. Whereas you are claiming that forming associations/ organizations/ societies and thus use them as a tools to call Bandhs, Strikes or Protests as Fundamental Right. No, no Fundamental Right is absolute. There can be reasonable restriction attach to it. Though Article 19(b) provides Right to Assemble Peacefully without Arms, nowhere you are permitted to form Association/Organization to destroy public or private machineries. And it makes a sense that your course of action was illegal and the people of Arunachal Pradesh, for whom you are fighting, never expected illegal means of action from such otherwise responsible organization. Article 19(b) does not guarantee you the right to join an Organization. Instead, you have right not to join any organization. It also says, there is no Right to strike or call bandh as Fundamental Right. In fact the right not to Strike or call badh is a Fundamental Right.

So, I earnestly beseech you my dear Kings and Queens of XYZ organizations, Elite Societies, Welfare Societies, ABC Associations please desist from the religion of bandhs, strikes or protest. No one, not even you, will be benefited from it. From all dimension, it is a curse to the developmental process. It jeopardizes the existence of peace, stability and tranquility in the state. Instead, please switch over to modern, civilized and legal mean to pursue justice. Seeking justice by doing injustice is not justice. There are plethoras of Justice Delivery mechanisms. Please identify them and hang on it. So that the Justice you garner today will trigger another Justice tomorrow and ahead.

Tali and development

Dear Editor,

We know that Tali Circle was established in 1957 which makes it one of the oldest circles in the state. But Tali assembly constituency which is constituted of two circles is considered as most backward and remote. People of the both circle are facing lots of problems due to lake of road connectivity, electricity, health care and education.  

With establishment of ADC headquarters in Tali, it is expected that developmental activities will trickle into the area. I thank the local MLA and Chief Minister for according ADC headquarters to Tali.

Roing, Jan 12: Si-Donyi Festival was celebrated at Roing with enormous gaiety. Various traditional and cultural activities were displayed by Tagin Community & other tribes on the occasion.

ITANAGAR, Jan 12: Local MLA Techi Kaso inaugurated Rayo village at Nirjuli on 9th January. While addressing local people, he urged them maintain peace and harmony and make capital a crime free area. He also assured to construct bridge over Nirobjuli River to connect Rayo village in the coming financial year beside improvement of link road connecting Rayo village from NH52 (A).

 

Central survey began at Seppa

Seppa, Jan 12: The East Kameng Deputy Commissioner Tope Bam inaugurated the cadastral survey of Seppa Township today.

The Deputy Commissioner said that land plays a crucial role in social and economic fabric of the people and therefore, the basic need is to have clear identification of land, its ownership and other details of records relating to land on a real time basis.

Cadastral survey will be landmark in the history of East Kameng district towards modernization of land records and proper revenue generation for the state Govt.

While highlighting about total station equipment and its importance, he stated that this survey is an integral part of National Land Record Modernization Programme (NLRMP) which seeks to make all land records computerized, easily available, and accurate and ‘real time’.

He advised the Land Management staff to work harder so as to equip themselves with technical know-how to get expected outcome and instructed the trainer of Reliance & Appliance centre to be committed for the assigned survey. Further, he appealed the dwellers of Seppa town to extend all possible support for smooth functioning of cadastral Survey so as to enhance state exchequer. (DIPRO)

 

Former govt officer dies

ITANAGAR, Jan 12: Prem Prakash Malhotra, retired, Deputy Director Supply and Transport , Govt of Arunachal Pradesh passed away on 7th  January  at Guwahati.

He retired from service in 1992. He severed as Circle Officer at many places and subsequently as Extra Assistant Commissioner  at Namsai, Tawang, Sagalee, and retired as Deputy Director Supply and Transport.

His Ardhaya Shardha will be held on January  19.

 

AAPTWA discusses dev. Issue

ITANAGAR, Jan 12: All Arunachal Pradesh Tribal Welfare Association (AAPTWA) discussed various developmental issues in the state in a meeting held here today.

The meeting, which was attended by district unit presidents and general secretaries of all the 17 districts, appealed to all law abiding citizens of the state to maintain peace and communal harmony among them.

 

Shift Treasury office to Koloriang: ANYA

ITANAGAR, Jan 12: All Nyishi Youth Association (ANYA) today appealed the authority to shift district treasury office from Hapoli to Koloriang within one month. It said despite office being constructed six months ago at district headquarter, the staffs remains in Hapoli under Lower Subansiri district.

Association further appealed to the government officials to remain at respective posting places, so that common public may not be harassed. A team of ANYA executive members led by its president visited Kurung Kumey district recently and it demanded maintenance of aged Kurung Bridge.

 

Withdraw proposed bandh: ACCCWU

ITANAGAR, Jan 12: All Capital Complex Contract Workers Union (ACCCWU) today appealed to All Nyishi Youth Council and six other organizations to withdraw its proposed capital bandh called on 16 January next.

It further appealed to the organizations to reconsider its decision for greater interest of the society.  

 

Foundation day

ITANAGAR, Jan 12: Murh-Hatey Academic Development Society (MADS) of Bamang clan celebrated its 6th foundation day by organizing academic awareness campaign at Langbang village under Parsi Parlo circle of Kurung Kumey district on January 6 and 7 last.

Various cultural programmes, games and sports competitions were organized to mark the occasion.

Bamang Momika, a class VIII of Government Secondary School Polo Colony, Naharlagun won the essay competition on the topic "Conservation of forest to normalize the fast trend global warming". The competition was held for the students of class VI to X.

The society distributed blankets to old persons, widows, orphans and destitute and volleyballs sets to students.

MADS chairman Er. Bamang Tadh informed about aims and objective of the NGO which is dedicated for uplifting the socio-economic status of members of the society and encouraging and exploring the hidden talents of the youths with special focus on education.

 

Rectify AT’s pay anomalies

ITANAGAR, Jan 12: Arunachal Teachers’ Association, Kurung Kumey District Unit appealed to the state government to immediately rectify the pay anomalies of Assistant Teachers.

It also demanded release of five months backlog stipend of students and provision of quarters to all the teachers serving in the interior parts of the district.

It said that due to non availability of teacher quarters, the teaching community is facing hardship in making conducive teaching learning atmosphere.

 

Committee alleges

ITANAGAR, Jan 12: Rumbang and Higio Anchal Joint Land Affected Committee alleged that the construction of road from Chambang to Phaa, NLCPR scheme, Phase-I under Kurung Kumey district is being illegally executed by the M/s Reniya Enterprise without notice inviting tender (NIT) which is a violation of the guidelines.

It further said that a huge sum of amount was withdrawn against the enterprise just after execution of three kilometers of formation cutting work of the project.

The committee appealed to the concerned authority to conduct NIT as per the guidelines given in the NCLPR schemes and threatened to launch a movement against the executing agency if the authority fails to address their grievances.

UAEA urges Raj Bhavan to come out with report

ITANAGAR, Jan 12: Unemployed Arunachalee Engineers Association (UAEA) today urged the Raj Bhavan to come out with the report of the independent high level review committee at the earliest, constituted after the APPSC’s controversial Assistant Engineer civil examination. Seeking immediate response from the governor, it said Raj Bhavan should act immediately so that truth behind the whole sordid episode can be revealed.  

Association also questioned the APPSC constituted three member committee for rechecking the mark-sheets and condemned the commission for public display of the marks of 19 candidates.

It lamented that despite all legal efforts being put to release association general secretary and other members from police custody, the authority is not responding.  UAEA also condemned Akom Welfare Society for supporting the APPSC chairman.

 

Students oppose recruitment drive

ITANAGAR, Jan 12: All Tirap District Students Union and All Changlang District Students Union opposed the provision of ‘General Quota in the proposed special police recruitment drive for constables in Tirap and Changlang districts.

Since the recruitment drive was sanctioned by the central Government purely for the two districts, there should not be any ‘general quota’ as has been published in the advertisement dated December 16, 2011, both the unions said in a joint press statement.

While demanding for floating advertisement afresh by removing the ‘general quota’ from earlier advertisement, they further demanded early advertisement for the remaining posts. They claimed that 600 posts out of total 1948 have not yet been advertised.

Both the unions threatened to launch phase wise bandh call from January 18 if their demands were not met.

 

43 karatekas for national C’ship

ITANAGAR, Jan 12: Arunachal Shito-Ryu Karate-Do Association (ASKA) has selected 43 karate players for the 7th Shito-Ryu Seiko Kai National Karate championship to be held at Aizawl, Mizoram from January 18 to 20.

Sensei Charu Tatung, Sempai Jablong Krong and Sensei Langkung Marik are the team coach, manager and technical official respectively.

 

Kebang celebrates ‘Peace Declaration Day’

PASIGHAT, Jan 12: As a part of centenary celebration of Poju Mimak, the villagers celebrated the ‘Peace Declaration Day’ yesterday at historic Kebang (Dengki) village, East Siang District. Century ago, after the 4th and last Anglo-Abor War, British forces led by Gen. Bower had to negotiate peace treaty on 11/1/1912 at Dengki.

Attending the celebration, Deputy Commissioner Talem Tapok expressed his happiness to be a part of the celebration and remembered the unsung heroes, great Adi warriors who fought bravely against the British and sacrificed lives to protect the motherland.

He further highlighting the importance of tourism said that area has huge potential for tourism and an ideal spot for adventure sports to attract domestic and international tourists. DIPRO

 

Committee opposes land acquisition

ITANAGAR, Jan 12: The Hydro-Power Electricity Project Assessment Committee of Pareng Village has opposed the proposal of 70 hectares land acquisition for execution of hydro-electricity projects over Simang River under Boleng Sub division in East Siang district.

In a release the committee objected the preliminary notification issued by the state government for land acquisition. It submitted an objection letter to the deputy commissioner’s office at Pasighat today.

 

Hike in bus fare hit common people

ITANAGAR, Jan 12: Frequent increase in long-distance bus fare by the private operators severely affects the life of common citizens in East Kameng district, said All East Kameng Students’ Union (AEKSU) in a release today.

According to the union, Rs 500 is being charged from a passenger as bus fare in Seppa-Itanagar road (368 km), while bus fare in Seijosa-Seppa road (230km) is fixed at Rs 450. Similarly, bus fare of Seijosa-Itanagar road (136 km) is Rs 300, Seppa-Bomdila (147 km) road - Rs 430  and  Naharlagun to Pakke-Kessang road – Rs 350, the union claimed.

Questioning the increase of bus fare without valid reason, the Union appealed both East Kameng deputy commissioner and DTO to intervene and bring down the bus fare to a reasonable rate. It also asked the All East Kameng Private Motor Transport Federation to rectify the present bus fare for the sake of poor students and people of the district.

Towards polio free India

There is a bigger national milestone on the horizon. If in India as a whole there are no more confirmed polio cases before 13 January, the country will have completed its first year without a new victim. And if polio is gone from India, the only countries where the disease is still endemic would be Nigeria, Afghanistan and Pakistan.

India's likely achievement would be a big step towards the eradication of a global disease – the second after smallpox, which was officially defeated worldwide in 1979.

The World Health Organisation (WHO) stipulates that three years must pass without any cases of polio occurring before a region can be declared polio-free.

In India, a mass vaccination campaign involving more than a million volunteers reduced polio cases nationally by 94 per cent between 2009 and 2010, from 741 to 42, and down to the single case last year.

The fresh detection of polio will not come as a surprise, say many health experts, given that the emergence of residual transmission somewhere is always a possibility. But the greatest risk for such transmission seems to have passed.

Given high population density of India and other risk-factors like poor routine immunisation,  lack of appropriate sanitation and gaps in detection are possible despite the country having an extremely sensitive disease surveillance system in place.
